Q: Is it permissible to give a portion of my Zakaatul Maal to my brother; knowing
that he works but his salary is not enough to take care of him and his family?
A: There is no problem with this if it is your brother, paternal or maternal uncle,
who is poor and can't take care of themselves and/or if their salary is weak and
insufficient of taking care of their needs. There is no problem to give them Zakaat.
The same goes for the cousin. However, the father, mother, and children are not to
be given (anything) from Zakaat. Rather, they should be given from other money.
